Spotlight On: Andrew Rubin, Senior Vice President for Clinical Affairs and Ambulatory Care, NYU Langone Health

Andrew_Rubin_Spotlight_OnSeptember 2025 — Andrew Rubin, senior vice president for Clinical Affairs and Ambulatory Care at NYU Langone Health, sat down with Invest: to discuss how West Palm Beach County’s post-pandemic population surge and shifting demographics are driving NYU Langone’s regional expansion. “We are going to continue to do the best that we can to ensure anyone who is getting their healthcare from us is getting the best healthcare,” Rubin said.

What trends are shaping the healthcare landscape in Palm Beach County?

West Palm Beach was growing pre-pandemic, but it has grown even more post-pandemic. There has been a revitalization of the downtown West Palm Beach business corridor and we are also seeing revitalization take place into the suburbs. Population and business growth in the county has led to a lot of activity. Because of that, we are seeing more healthcare systems make declarations of their intent to have some presence in the county. These are systems that are out of state or located in different parts of Florida and previously stayed out of the county. West Palm Beach was previously held by for-profit hospitals and a very fragmented physician market, with Jupiter Hospital being the only nonprofit exception.

NYU Langone’s presence in Florida has grown over the past few years. We reached an inflection point where we had to decide if we wanted to continue to expand in West Palm Beach or halt and continue to focus on primary care. Because we have been well received in the market and the demand for the high-quality healthcare that we offer is so valued, we decided to replicate the model of what we do here in the northeast, which is led by our ambulatory strategy. We build physician networks and outpatient ambulatory facilities that offer both primary and specialty care. If and when there is a need, we identify and work to merge with a hospital.

We are also currently constructing a seven-story building in West Palm Beach with 77,000 square feet of patient care space that includes four operating rooms, two procedure rooms, a full suite of imaging, an entire floor of physician practices, physical therapy, and primary care on demand. The new Julia Koch Family Ambulatory Care Center, to be located at 324 Datura Street, will be a self-contained ambulatory facility that we plan to open in late 2026 or early 2027. Until then, we will continue to add physicians and specialists to our group. Our long-term goal is to have 180 to 200 physicians in NYU Langone’s network.

As Palm Beach County’s population continues to grow and also age, how is NYU Langone Health adapting its services and operations to these demographic trends?

Contrary to common perception, our office is observing a diverse demographic influx in West Palm Beach County, not just older residents. While the region has historically attracted retirees, we are now seeing an increase in younger individuals and families moving to the area. This growth extends across all age segments, and our specialists are equipped to cater to the needs of this evolving population.

What is NYU Langone Health doing to address affordability and access to healthcare while maintaining high quality standards?

NYU Langone Health accepts most insurance across all of our locations. A substantial portion of our patients in New York are government payers, which holds true in Florida as well with the Medicare population. Healthcare affordability has been an issue for a very long time. It is certainly on everybody’s mind right now.

Ambulatory healthcare, which is anything that is happening outside of the hospital, has long been our health system strategy and focus. NYU Langone is addressing this issue by taking care of patients outside of the hospital as much as possible, offering high-quality and often preventative healthcare outside of the hospital. Hospitals are expensive places to receive care, so providing more care in an outpatient setting will always be a more cost-effective solution.

Many out-of-state competitors looking to come to West Palm Beach County are opening specialized medical practices. At NYU Langone, our practices are open to everyone. Another thing that sets us apart is that our medical records and all of our practices are connected clinically and administratively in one secure and comprehensive system. There’s no need to have records transferred within NYU Langone because every practice has a patient’s full medical history.

Finally, we are one of the best healthcare facilities in the country by independent measures and rankings. We provide a higher level of healthcare and patients respond to that. When you call us, we answer. When you send us a message, we answer. When you need to see a specialist, we are going to get you in to see a specialist. That is different from what a unique, standalone practice can provide.

NYU Langone Health leads the nation with four No. 1-ranked specialties. What do you attribute this success and recognition to?

We have a laser-driven focus on quality, accessibility and accountability. It is in our DNA. We invest in our network of physicians and infrastructure to support them. We also invest in our facilities to be able to use the latest technologies to take care of our patients. We are accountable for the quality of the care that we provide. As in New York, patients in Palm Beach County have a very high expectation of the type of care they are going to receive. Our secret to success is our people, technology, and unified commitment to exceptionalism in everything that we do.

How is NYU Langone Health leveraging new technologies and innovation to streamline operations and provide better rehabilitation services?

For online appointment scheduling, our website and app suggests other NYU Langone providers with earlier availability if your preferred doctor isn’t immediately free. We also offer virtual urgent care for patients seeking same-day treatment for many non-emergency medical concerns. We’re also incorporating AI to better address patient inquiries by identifying urgent matters from those that can wait 24-48 hours. Additionally, we’re using digital pathology to advance disease detection, moving from microscopes and slides to high-definition images that can be shared across the enterprise. Our technological advancements facilitate access and responsiveness to patient questions and concerns, while our staff continues to maintain relationships, diagnose and treat patients.

What is your outlook for the healthcare sector in Palm Beach County, and what are NYU Langone Health’s top priorities for the next two to three years?

We are focused on the short-term, which is getting the new Julia Koch Family Ambulatory Care Center open in the next 18 months and having a fully integrated physician network up and running to be able to take care of the patients who need our services. We are going to continue to do the best that we can to ensure anyone who is getting their healthcare from us is getting the best healthcare.
