What is the mission of Doctors HealthCare Plans, and how has that shaped the organization’s growth?
Our mission statement is important to us, and it is to “develop and establish a healthcare organization that is responsive and attentive to the needs of all of our beneficiaries by offering high-quality and cost-effective healthcare services”.
What that means in practice goes back to how our company was founded. Doctors HealthCare Plans was created by two local Cuban American brothers, Rafael and Martin Perez. Their vision was to build a health plan that could take care of their parents, their family, their loved ones, and their friends. The foundation of who we are was built around creating something that was good for the Miami community, with the core of the business centered on our members and on making decisions that are focused on doing the right thing for the people trusting us to be their insurance provider.
That approach has served us well. We have been fortunate to be successful in South Florida, where we currently offer Medicare plans in Miami-Dade and Broward counties, and we have now begun expanding into Central Florida. We started as a local Miami company, but we are taking that same mission and extending it into other parts of the state.
How does Doctors HealthCare Plans differentiate itself in the Medicare Advantage marketplace?
A big part of what makes us different is our complete focus on our partners -our partners are our members and the physician providers we work with in the community. We spend a lot of time cultivating those relationships and working to be sure we are the kind of partner we are committed to being.
I also think local presence and leadership matter. Even as we grow, there is real value in being close to the people you serve and in understanding the communities where you operate. That has shaped our service philosophy from the beginning. We are intentional about being accessible, responsive, and accountable to both our members and our providers.
What types of Medicare Advantage plans do you offer to meet different member needs?
We focus on seniors, those 65 and older. We design our plans around the specific needs of the populations we serve. This includes special need plans for dual-eligible members who qualify for both Medicare and Medicaid, as well as members with specific chronic conditions.
What is especially important about what we do is that we are not just simply offering a health insurance plan. We have an entire team of case managers and nurses who work to help coordinate care for our members. That means making sure they are getting the medicine they need, the clinical care they need, where they need it, and when they need it. That level of coordination is one of the things that makes our work especially meaningful.
How are you using technology to improve communication, access, and transparency for members?
We all have to recognize that technology is an important part of our lives. Each of us has a cellphone in our pocket or near us at all times, and our seniors in the community are no different. With this in mind, we are leveraging digital communication tools like our myDHCP member portal to improve access, streamline communication, and reduce friction for members—while maintaining high-touch support through our care teams.
What does your 360-degree approach to member care look like in practice?
It starts with having a strong clinical team in place. We have doctors and nurses on staff who are here as advocates for our members. They work hand in hand with them to help manage care, and that matters because healthcare is complex. The system can be confusing and intimidating.
Our role is to help simplify that experience. We want to make sure our members are able to access the care they need when they need it. That support goes beyond approving services or handling paperwork. It means having clinicians who understand the patient journey and who can help guide members through it in a more personal way.
That same philosophy also extends to quality. We work hard to connect members with high-quality providers in the community so they can get the best possible outcomes. We spend a lot of time focusing on preventive care — making sure members are eating well, exercising, taking their medications, and completing the screenings they should be doing. A big part of our job is helping members stay healthy, not just responding when something goes wrong.
How does the company’s culture influence the way it serves communities?
Many of us who work for DHCP have family members or close friends who are members of our health plan. We are proud of that, and it changes how you approach the work.
It is not just about showing up, clocking in, and clocking out. It becomes personal when you realize you are helping take care of someone’s mother, someone’s aunt or uncle, or your own family member. That sense of responsibility influences how we serve, how we make decisions, and how seriously we take the trust people place in us.
As we grow across Florida, we are working hard to keep this core culture in place.
What are your top priorities for growth, and how do you plan to strengthen your position in Florida?
Our expansion is intentional—we are focused on entering markets where we can replicate our provider partnerships and care model without compromising quality. I am a big believer that if you focus on doing the right things for your members and providers, the growth and the rewards that come with it will naturally follow.
We still believe there is a great opportunity for continued growth in Miami-Dade and South Florida, but we are excited about taking our model and platform that have worked so well in South Florida across the state.
The most important thing for us is that our core mission remains the same as we grow. We want to continue focusing on quality of care, member satisfaction, strong provider relationships, and the kind of personalized support that has defined us from the beginning. If we keep doing that well, we believe we can strengthen our position while staying true to what made the company successful in the first place.
