In an interview with Invest:, Mayor Christine Hoffman of the city of Jacksonville Beach discussed significant milestones and achievements over the past 12 to 18 months, including downtown investments, new developments like the Jacksonville Beach Town Center, a new hotel, and various mixed-use projects.

What have been some significant milestones and achievements for the city over the last 12 to 18 months?

We’ve continued to invest in our downtown, partnering with local developers to leverage those investments. One notable project is the Jacksonville Beach Town Center, which includes two restaurants and a special event space. We launched an outdoor dining pilot program, allowing these restaurants to put pavers over a couple of parking spots for outdoor dining. This area is adjacent to our central green space, where festivals and special events are held. The restaurants have been successful, and this initiative has been a great success. We also opened a new hotel, SpringHill Suites, right in our downtown area along the beach. It features a restaurant and bar with ocean views and a walk-up Starbucks, which has increased daytime traffic downtown. Additionally, we have seen movement on two major mixed-use properties in our downtown, which will bring in more restaurants, residential units and commercial office space.

Furthermore, we have three significant residential projects. Two of these projects will result in a net gain to our conservation space along the Intracoastal Waterway. One of the projects will involve more parking for our boat ramp area, commercial space, a passive park and additional conservation acreage. This project also includes raising the street and bridge leading to the area, creating a complete street that is less vulnerable to sea level rise and flooding. This is an exciting development for our community.

How do you balance these developments with maintaining the city’s character and appeal?

We have been fortunate to work with developers who are committed to providing as much community benefit as possible. For example, the Marina project will include residential and commercial uses while enhancing the area for our residents and visitors. This collaboration has been ongoing for many years and has resulted in a win-win situation. Effective communication and seeing each other as partners rather than adversaries have been key to achieving the best outcomes for our residents and developers.

What progress has been made on the Urban Trails Project, and what are the hopes for future funding opportunities to support its expansion?

The Urban Trails Project is progressing well. We have completed one small leg of it, providing a clear example of what the project will look like. We’ve also rolled out renderings of other areas we aim to develop. We’ve recently received grant funding to implement the Urban Trail near our school complex. This area hosts an elementary, middle, and high school and a huge proportion of students walk or ride bikes. Having a safe, well-maintained path for them to utilize will be a celebrated improvement. This project aligns with the goals of our federal government, making us hopeful for funding opportunities. Our objective is to provide safe passage for bikers, walkers, strollers and others throughout the community, ensuring safe traversal from point A to point B. However, the project has been met with mixed reactions from residents. Some are concerned about potential impacts on their perceived property. To address this, we aim to identify areas that minimize interference with these spaces. We plan to engage with residents, showcasing proof-of-concept areas to demonstrate the benefits and actual design of the paths. Additionally, we are integrating urban trails into all road projects. For instance, Penman Road, a major north-south byway, will become a complete street, featuring a multimodal path alongside it. This inclusion ensures that pathways for various forms of transportation are part of our infrastructure planning.

How have you seen the tourism industry evolve in Jacksonville Beach?

A major trend we’ve noticed is the broadening of the summer season. We’re seeing tourists and visitors year-round, benefiting from Visit Jacksonville’s efforts and large events like football games and concerts. Jacksonville Beach has become a desirable place to stay, especially at the beach, which has positively impacted our hotels. However, the longer tourist season also demands more resources, so we are focused on ensuring ocean and public safety to keep residents and visitors safe.

Housing demand and rising prices are problems throughout the region. How is the city addressing this issue?

Housing demand and rising prices are significant issues, especially for us as an island with limited inventory. We are working with local entities to address affordable housing. For example, we negotiated with a project developer to include a certain percentage of affordable units in its new development. While this won’t solve the problem entirely, it’s a step in the right direction. Additionally, substantial construction on the other side of the Intracoastal Waterway should help alleviate some pressure. Ensuring accessible public transportation to the beach is also important to us.

What key accomplishments have characterized your tenure so far, and what are your plans for furthering progress?

The first four years have been a whirlwind, with unique challenges that have showcased our city’s resilience. We’ve significantly improved communication with citizens and business owners, resulting in high engagement. Exciting projects are underway across the city, from new shopping and dining options to important infrastructure developments. Behind the scenes, we are constantly working on stormwater management to ensure our city’s infrastructure can meet future challenges. While many positive changes are visible in our community, there are also significant improvements happening that may not be immediately noticeable. I’m proud of these accomplishments and look forward to continuing our progress.

What are the key priorities and strategies for enhancing public safety and improving community amenities in the city?

Public safety is always our top priority. We are focused on securing grants and partnership opportunities to improve our beaches and overall community. Like everyone else, we face rising costs in personnel, staffing, supplies and construction, which impact our budget. Therefore, maximizing partnerships and benefits for our city is crucial. We are also dedicated to making our downtown a vibrant, active space that attracts residents and visitors year-round. We aim for a lively downtown where people enjoy spending time, whether for a special event or a casual evening out. Our goal is to create a beautiful, safe downtown area that people can enjoy any day of the week.
